The Decision on Building Harmonious Socialist Society, which is advanced by Central Committee of the Communist Party of China, presents‘increase the public service function of public hospital',‘provide people with safe, effective, convenient, low-priced public health and basic medical service'. For the time being, that it is difficult and expensive for people to go to hospital, that the doctor and the patients keep bad relationship, is the biggest problem. Good solution to the problem is important for the construction of harmonious hygiene. Meanwhile, it is also extremely important for the realization of all-round well-off society and harmonious society, for the real fulfillment of our party's human-oriented policy.Our health protection includes public health such as disease control, health inspection, and medical service such as public hospital, profit-making hospital and community health institute. Public hospital, which takes more than 90% of medical service institutes, plays main role of providing medical service. It has more than 80% of whole medical sources. It takes the main responsibility of prevent and cure disease for people. Its technical medical level, service ability and professional ethics stand for the whole level of health cause.Public hospital is invested by government, and it is welfare public service and main provider of medical health service. How to make full use of public hospital's function shows the non-profit making, welfare, public. It is realistic and important for public hospital to relieve worries for government, cure disease for people, and make more contribution to harmonious health and even harmonious society.For the disharmony that it is difficult and expensive for patients to go to hospital, there is bad relationship between patients and hospitals, and there is unfairness of public opinion guidance, public hospital,government and patients are not satisfied, and they think the others should play main roles. They are not satisfied with each other, especially the patients and public opinions are not satisfied with public hospital. The new policy of medical reform has put the reform of public hospital as center.
